![]() It looks like we have another Chicago Mayor who thinks he is the ruler of Illinois. Mayor Rahm Emanuel wants a statewide gun registry in Illinois, an idea that met with a cool reception from many lawmakers. His proposal would require all handgun owners to spend $90 per handgun for a five-year registration. Whenever a handgun is sold, the seller would be required to report the sale to the State Police “no less that 48 hours prior to delivery.” This is an old idea tried in Chicago before, along with all kinds of other bureaucratic hurdles placed in the way of lawful gun ownership. Criminals just ignore all that and keep on committing crimes with impunity against their disarmed victims. As Chicago’s registration scheme failed last time to control spiraling crime, the Chicago Machine, in its great wisdom, passed an unconstitutional handgun ban which the U.S. Supreme Court overturned. The Chicago Machine still hasn’t learned its lesson. It’s starting over again this time on a state-wide basis, at taxpayers expense, of course. Similar gun licensing and other restrictions were used to disarm blacks and other so-called “undesirables” before and after the Civil War. In the case of the poor, recently freed slaves, it precluded gun ownership of affordable guns. State gun-licensing laws have been a vehicle for banning firearms possession and confiscation for well over two centuries. And plans for gun registration today are just as dangerous. According to “Supreme Court case Haynes vs. U.S. criminals do not have to obtain licenses or register their weapons, as that would be an act of self-incrimination. Rahm Emanuel, who was point man for former President Clinton's anti-gun agenda, needs to be reminded that he is Mayor of Chicago, not the dictator of Illinois!
